- "written statement," c.1370, Anglo-L. billa "list," from M.L. bulla "decree, seal, document," ult. from Gaulish. Sense of "account, invoice" first recorded 1404; that of "order to pay" (technically bill of exchange) is from 1579; that of "paper money" is from 1670. Meaning "draft of an act of Parliament" is from 1512.
